If any of the proceedings below apply to you and you send a sponsorship application to CPC-M, your application will not be processed until a final decision is rendered with respect to that proceeding. 
•You have been charged with the commission of an offence that is punishable by a maximum term of imprisonment of at least 10 years. 
have been convicted of a serious criminal offence, have provided false information to Immigration, or have not met conditions of entry. 

As for your question about Social assistance, you are eligable to sponsor once you are off it, however you are going to need to provide strong evidence that you are not going to be recieving it in the near future. 

The second question, really does depend on the offence, I know this may sound a little far out but for instance, disturbing the peace after 18 months, probably, murder, well that is going to be a no go, it may be better for you to consult a lawyer.

	"Will this matter a year from now?" Probably, this is gonna be a one hell of a long journey.

	A person who has been on social assistance probably is not going to be deemed eligible to sponsor until they have a permanent job, and even then is likely to be scrutinized (at least "assessed") again during the processing of the PR application, right up to the actual issuance of a PR visa. Technically there is no minimum income requirement. But also technically the sponsor may need to show a capacity to in fact meet the sponsorship obligation. And of course you will need a letter from your employer . . . so you may need to do a bit of dancing (so to say) before actually submitting the application. In other words, I would be sure to get fairly well established in a job first, not just be "off" the social assistance. redeagle cited the applicable provisions relative to a sponsor's criminal history concerns. Basically, covering most (but not all) circumstances: not eligible if incarcerated. Not eligible for five years if you committed a domestic violence offence.
