RCMP check from Venezuela - quick question

Good day guys, 

I was requested an RCMP Fingerprint Based Police Certificate for my PR application. 

I'm located in Valencia, Venezuela and I'm not very familiar with the processes here. I have asked at the CICPC and local police offices as to where I can get my fingerprints taken but no one seems to know. 

Has anyone ever had to get this done in Venezuela? 
Any help would be greatly appreciated.
