my timeline is
renew PR card, residence obligation around 900 days.

We received your application for a permanent resident card on October 15, 2012.

We started processing your application on November 21, 2012.

Your request for a permanent resident card was approved on December 18, 2012. You will be notified by mail within four weeks and invited to pick up your card at the CIC office closest to you.
----(then I didn;t get pickup letter or card, it is the letter ask me to send certified copy of all pages of passport, including blank page)
certified copy submit on Feb 2nd, 2013.

____ I was going to travel this long weekend to New York, so I send "Urgent process request" by email.after 2 days I got a email of
"....This refers to the application for a permanent resident card that you filed with this office. The purpose of this letter is to advise you that following a review of your application, it has been necessary to refer your application to the local Citizenship and Immigration office. We regret to advise you that this referral will result in additional delay. You will be contacted by the local office if additional information or documents are required to complete your file....."


Last online status became:
We transferred your application to the local CIC office on March 21, 2013. The local CIC office may contact you.

Then no update or info till today.

Am I expecting an interview, if so how long do I have to wait.

Well, obviously, CIC has some questions about you, probably (but I do not know for sure) about compliance with the residency obligation. Easy to see why. 900 days is less time in Canada than outside Canada. That tends to suggest at least the possibility you were outside Canada even more than that. So CIC wants to verify your information.

Over the course of years we actually had very few reports from PRs going through this, then in the last year or so we finally had people sharing their experience here. Unfortunately, though, not enough to draw any firm conclusions about how it goes, how long it takes, what to expect. For one thing, I believe it can really vary a great deal, since the reason for the questions can vary a great deal, backgrounds vary, facts relevant to time in Canada vary extensively, and generally, the lives of PRs who have spent more time outside Canada than in Canada tend to more complicated, more difficult for CIC to sort their way through.

So I do not know how long it will take. Just follow the instructions. Be truthful. Be prompt.

In the meantime, if you are comfortable with proving compliance with the PR residency obligation (I would carry significant documentation with you, and for sure the key information, places of residence, employment, and so on), there is nothing to restrict you from traveling abroad. Traveling home by commercial transportation will require a PR travel document, but if you are in compliance with the PR residency obligation that should not be difficult, inconvenient, yes, but not too difficult. And you can always approach a land crossing POE by private vehicle and obtain re-entry even though you do not have a currently valid PR card.
Bureaucracy is what bureaucracy does, or When in doubt, follow the instructions. Otherwise, follow the instructions.

Now a days I am in my home country and time of my country is 1o hrs earlier than Canada.I am unable to phone to registry office if my parcel might have been received or not.From a long distance how can I come to know?Forum can trace detail with the help of above mentioned forwarding number?May I await your guideline?

zqhhzq,
in your other post you mentioned that you were outside Canada (while signing) but filled you application with Toronto as the city of signing.(through your consultant)
so If you send your passport pages now, they may find out that you were outside canada but you mentioned that you were inside while signing the application.
my reply is not to scare you, but you need to be prepared for this scenario. perhaps senior members will clarify this.
