If The Ministry claims, it should've been able to provide evidence. How and why in the world it would then re-open application and finalize it after 4 month if it was true? Is it again b.s.-ing from CIC or I'm just missing something? Shouldn't request to close a file be in a written and signed form and recorded on file or just anybody can call up CIC agent and close file with your information on hand w/o any record?

I think this example supports:
 
1. CIC is not honest and transparent
2. Contacting MPs can be beneficial for applicants.

From CP13 - Administration:

"Withdrawals of applications must be done in writing either by using the appropriate withdrawal form, or by sending a letter to citizenship authorities requesting withdrawal of the application."

"Whether an application is withdrawn or non-approved, the client is refunded the $100 Right of Citizenship fee."

Strange story, if true.

It says Ms. closed he application, not the other way around. Though it might be inaccuracy in this article.
