Changing province on temporary work permit

I currently hold a valid work permit for Quebec. My employer is expanding my responsibilities which will require me to relocate to Toronto. Once the application for this change to my work permit has been received, how long should it take to process and issue the amended work permit?

1. New LMO for Ontario, after advertising for 2 weeks on Job Bank, 6-12 weeks. If approved, 78 days electronically, or if eligible you could go to a Port of Entry and "flagpole" and it get immediately. No work at new location until WP issued.

Thanks so much! Wgat would make me qualify for receiving Ontario work permit at a Port of Entry? Any idea?
