The only job-related effects to be attributed directly to the issuance of an RQ request by the CIC in the course of processing an application are a)inability to work for the federal government and b)inability to benefit from relaxed employment requirements when taking jobs in other countries that favor Canadian passport holders, such as the US which makes it easier to get a job in the States for someone with a Canadian passport vs. other nationalities.

You can work for the federal government as a PR, but only if there is no qualified Canadian citizen that applied and was willing to take the job. I worked for the feds for two years as a PR, and there were a number of PRs (professionals - not admin staff etc.) working in my department.

I know this has nothing to do with the original topic ..  I'm looking at the completed Access to information request in January 2013. There is one request which i don't get:
 
From January 1, 2012 to December 31, 2012, copy of all records related to the receipt of photographs/images/ documents of a sexual and/or intimate and/or graphic nature from applicants for permanent residence from within Canada as a common-law partner, submitted as proof of a common-law relationship.
 
Why would any request that?

Likely a journalist researching a topic. I.e. to what lengths applicants have to go to prove that the relationship is genuine.
