Hello, how do you understand this statement extracted from the Canadian embassy in UK forms for temporary visit?
"You must submit the following completed and signed forms:

(...)
Police Certificate request form PDF * (45 KB)
Should local police authorities request a letter or document from the High Commission in order to issue a police certificate, this form may be used for that purpose."

Does one need to provide a police certificate in the application pack when mailing in an application or does one may be asked to provide that and, only if asked, ask the local  police authorities to fill this form?
