My wife is wanting to sponsor her parents and her younger brother to Canada. Her brother have just turned 19 years old. How do we proof that he's still depends on his parents for all living expenses now that he's passed 18?

18 isn't the dependent age cut off, 22 is.
But he can't be married, in a common law relationship or have any children |
