i have a friend, a canadian citizen, he is regularly receiving pension from the canadian govt. he has no work and he is saying that his pension is more than enough for him. then he went to the philippines and married a girl. my question is, can he sponsor his wife so that his wife can stay in canada for good?

Advise him to review appropriate eligibility requirements here: http://www.cic.gc.ca/english/immigrate/sponsor/spouse-apply-who.asp

He is not able to sponsor her for citizenship - only for permanent residence status. Once she achieves permanent residency and maintains her status by living in Canada, she can eligible to apply for citizenship after at least 4-5 years.
