Parental sponsorship in Quebec

Hi,
Does anybody know how is the timeline for parental sponsorship from Quebec?

I've sent my application to Mississauga in Feb 2009 and received the confirmation letter in May 2009. But immigration office tell me I should wait 38 months! Since the main processing to approve my application is done in Quebec do I really need to wait for Mississauga this long?
Can I send the rest of necessary documents and continue my application in Federal instead of Quebec? It seems for Quebec it takes much longer this way!
