study permit is refused! (help me please!)

My application for student visa is refused by Canada consulate in Ho Chi Minh, Vietnam. I intend to apply it again next few week! because my case is to study in Quebec, so Do i need the new CAQ (Québec Acceptance Certificate)? Canada Consulate in ho chi minh took my English version of CAQ away, they just leave the French version of CAQ when they return my application! so do I need the new CAQ from Quebec again?
