I am looking into applying for immigration as soon as possible, but I just found out that the first available date for the IELTS exam in my country is in September, is there anyway I can get my application processed at the time being and submitting my results for the exam in September?  Also, can I use my high school and university degrees (both from the USA) as proof of English language proficiency?

No IELTS or CELPIP with your application, it will be returned as incomplete.
