VISA for Daughter Living Outside Canada

Hi,
My partner is already a permanent resident in Canada. He declared our daughter when he applied for it. My question is, how can he get our daughter and live with him in Canada? What type of application do we need to process? Should it be under Family Class or can we get a temporary visa for our daughter then process the Permanent Visa once we get there in Canada?

Note: We're not yet married. We're also not common-law.
