our family visa takes too long t received, why?

hey,

good day, i have a question,

we received a letter from embassy of canada 3 months ago saying that we will drop our passports in the embassy and the process of the visa will be maximum of 3 months,

its november now, but we are still waiting for our passports back and visa.
my mom already paid for our visa in canada 3 months ago..

do we have problems about our visa?
we wrote a letter to canadian embassy located in the Phillipines where we live now, for follow up, but they replied, our visa still on the process,
that was a month ago.

please help
