Anyone received police certificates from China?!

Has anyone received police certificates from Dalian, China remotely successfully lately?!

We're almost there to complete our process for PR except for 1 problem. Chinese polilce certificates. We've been trying to get them remotely because we no longer live in China. But it's been very frustrating and no success for 3 months.
We've asked a couple of local friends to help on behalf of us. But PSB says to go to a notary office, and a notary office tells to go to PSB. My friends are very confused and don't know what else to do.
This is the only thing that keeps us on hold. In worst cases, we're thinking that we'd have to fly to China to discuss this in person this summer. If any of you has done this sucessfully, I'd appreciate any information.
