I m planning to submit my PR application this oct.  after I send my application to the embassy can I look for another employer and apply new work permit while my PR application is till on process?

Yes but maintain valid status, that is your current WP must still be valid. You can send your application for your new employer with LMO, contract and other docs to CPC-Vegreville.

even if i dont have my open permit yet I can already apply for a new work permit, LMO from another employer under live-in caregiver?  are stat holiday and vacation leave counted in 3,900 hours for PR application?

As far as I know, it should be actual number of regular hours worked plus a certain percentage of overtime hours rendered.

And yes, you can apply for a WP under new employer (you need LMO) under the LCP, just so you can maintain your status while waiting for the OWP/PR
