Help with visitor's visa application

I'm going to apply for a visitor's visa for my mother-in-law from China. I understand the biggest hurdle will be convincing the immigration officer that she will return to her home country when visa expires. Since she is retired and doesn't own property, it's very difficult to make a strong case for close ties to China. Except for the fact that she must return because my father-in-law is not applying for a visit. Did anyone have a successful case for a visitors visa and can you advice on how I can make a convincing application in this case? Thanks
