Request for expired passports

I am an applicant under FSW class. According to CAIPS notes, my SELDEC is 1 (passsed) and I will be receiving a request for current passport, expired passports, RPRF and medical exam. 
I had two expired passports, of which I only have one. I do not have the 1st one (more than 20 yrs old passport).

Why does the visa office need the expired passports and what do I do for the one I dont have, what do I tell them?

	there were some posts in this forum regarding missing old passport. You can have an affidavit of lost passport and submit it along with a letter. This is not really a big matter.
