While PR status is not automatically lost, the absence from Canada for more than four years means they will almost certainly be denied a PR Travel Document or they will be issued a Removal Order at the POE if they are somehow able to travel to Canada without having to obtain a PR Travel Document. Both can be appealed. But if not appealed, or if the appeal is lost, that will terminate their PR status.

Given the amount of time absent from Canada, the outcome is predictable, not good.

Perhaps a lawyer could explore the situation and identify the potential for H&C defenses.

Otherwise, applying for a Visa in order to visit Canada may be their only option.
Bureaucracy is what bureaucracy does, or When in doubt, follow the instructions. Otherwise, follow the instructions.

BTW: Not an expert, not a Can. lawyer, never worked in immigration
