HK Office vs Beijing Office

I'm sponsoring my wife. My wife is from GuangDong Province in China, which according to CIC, the application will be reviewed by the Hong-Kong office.
In fact, according to CIC, applications from the the southeastern provinces (Guangdong, Fujian, Hainan) must be reviewed by the HK offce.

Currently, for family class spousal sponsorship, the processing time is 19 months for Hong-Kong, but only 5 months for Beijing.

What I'd like to know is that, why must applications from these three provinces be reviewed by the HK office, and not the Beijing office?
Personally, I think this is some kind of discrimination against people from these three provinces.

Now, I have no problem with all the changes to the spousal sponsorship class, in fact, I think it's a great idea to tighten up the reviewing process.
But I just don't understand the logic why must applications from these three provinces be sent to HK for review? Why not Beijing?

I can think of TWO reasons why CIC is asking applications from these three provinces to be sent to HK.
#1. There are a lot more fraudulent marriage claims from these provinces.
#2. These provinces are closer to HK

I'm just guessing here, because CIC doesn't say why they are doing this.
If #1. is the reason, then all it means is that, the officers in HK are more competent at spotting fake marriages than the officers in Beijing, so, shouldn't we fire all the incompetent officers in Beijing and hire someone who's more competent?
If #2. is the reason, then it doesn't make sense, because Sichuan Province is WAY closer to HK than Beijing, but applications from Sichuan Province are reviewed in Beijing. And besides, it's all within China, it's not like these three provinces are of a different country.

The process time in HK is 19 months, and the process time in Beijing is only 5 months, so why won't CIC let Beijing share some of the workload from HK? It just doesn't make sense to me sending more applications to the already-jammed office in HK, especially these three southeastern provinces are of China's territory. These three provinces are not of a different country. Or is it possible that the officers in Beijing are so incompetent that they can't handle too much workload and they can't spot fake marriages? Then why are we keeping them in Beijing?

Again, I have no problem with all the new toughened policies, I think they are good for the immigration system, but I just don't see the logic of asking applicants of different provinces to send to different visa offices for review, especially when these applicants are all from China and living in China. There must be a reason behind the rules, and I'd like to know the reason for this.
