Hi,

 

I am aware of the fact that there's a two years hold on sponsorship applications for parents & grand parents. Before the hold or prior to Nov 04, 2011, was it possible for a Canadian citizen or Permanent Resident to sponsor parents from outside Canada?

 
I know that a Canadian citizen can sponsor a spouse, a common-law partner or dependent children from outside Canada. Was it possible for Canadian citizens to sponsor parents while living outside CanadaAlso, was it possible for the sponsor to leave Canada while parents’ application was in process?

It was possible beforehand. 

One had to sponsor parents or grandparents from outside Canada.  There is no way to sponsor children, parents or grandparents from inside. 

If the person sponsoring was a Canadian citizen, yes, for short periods of time to visit family, business trips, etc.  Citizens from abroad actually have to prove they're going to resettle in Canada for the sponsorship to go through.  PRs are unable to sponsor living outside the country, even as spouses/common laws or conjugal.

In the case of parent and grandparent sponsorships, the sponsor MUST be living in Canada in order to qualify as a sponsor (regardless of whether they are a citizen or PR). So to answer your question - it was possible for the sponsor to leave Canada for a short (few week) holiday while the application was being processed - but not live outside of Canada or leave for long periods of time.

Patience Tuesday - The rule allowing citizens to sponsor from outside of Canada only applies to spousal/common law/dependent children applications. For parents/grandparents, citizens must be living in Canada to quality as sponsors.
