Hi i am currently on work visa in ON , working for last 15 months , i had recently a baby in canada
 
what are are my options to apply for PR or change my current employer

If you want to change to a new employer - that new employer will first have to apply for an LMO. If the LMO is approved, you can then apply for a new work permit.

Having a baby in Canada doesn't improve your chances of getting PR. You still have to qualify and apply just like any other candidate. You can take a look at the Federal Skilled Worker program to see if you qualify to apply through this stream:

You can also take a look at the Canadian Experience Class program. But it doesn't sound like you have enough experience to qualify for this program yet:
