How to report an illegal immigrant in Canada

I was wondering how to report an illegal immigrant in Canada.  I know of an individual that was escorted by immigration back to USA a few years with ago but drove back across the border.  This was before a passport was required to cross the border.  He snubbs the Canadian immigration department saying they are a bunch of idiots and that they don't know what they are doing.  He claims that he is married to a Canadian in the eyes of God but never by Canadian law. They move from location to location about once a year which seems to keep 1 step ahead of Canada immigration.  Is this standard for Canada Immigration?
