Are you the sponsor? Also, when you say social assistance, do you mean welfare or EI?

If you are the sponsor and you are on welfare, then you cannot sponsor. You will have to get off welfare before you submit your application. Otherwise it will be refused.

Sorry - are you asking about a citizenship application?

If so, then no social assistance doesn't matter and you can apply.

social assistance doesn't matter as long as you can prove physical presence in the country also as long as in previous years you have shown that you have either worked or gone to school .They will ask you what you do in Canada. 
Sent 11/11/09 letter &booklet received 23/03/10 processing ? transf? Test ? oath ?
