Guarantee of getting a Post Graduate Work Permit?

Hi Guys,

I heard from one of my friend who's staying in Canada that there is no guarantee that an International Student will get a Post Graduate Work Permit (PGWP) after completion of their course (8 months or more).

Is it true? 

As per the CIC website:
If you studied for...   
                                       Then...
less than eight months                                           you are not eligible for this program

less than two years but more than eight months   you may get a work permit for a period no longer than the length of time you studied (for example, if you studied for nine         
                                                                        months, a work permit may be issued for a period of nine months)

two years or more                                           a work permit may be issued for three years

(They have emphasised on the word 'may')


Has anyone been denied a PGWP?
If yes, then under what circumstances?

Please give me some insights.

Most of the wording for CIC contains "may".
It is an emphasis on the fact that ANY document issued by CIC (work permit, study permit, permanent residency, family sponsorship, refugee status, visitor permit, business permit, entrepreneur permit etc.) is a PRIVILEGE and not a RIGHT.

That's all it means.

So, yes, technically, and by law, they can still refuse a PGWP for a candidate that is 100% qualified. Would they do it? Typically not.

i graduated from a canadian school and most of my classmates were on student visa who applied for PGWP after. everyone got approved including me, but there's never a guarantee.
Just an fyi, I received my work permit 2 weeks after i submitted application for it.
