work permit at border

Hi I just got my LMO and planning to get work permit as soon as possible. 
I'm from south korea and holding a visitor visa in canada at the moment. 
questiong is 
I graduated school in canada last june and went back home in aug. 
and then i came back to canada a month later. 
If I go over the border (buffalo) and apply for work permit at border, 
would it be difficult than getting work permit in Korea? 

I'm concerned that i might get departure order at the border in case of being rejected. 

If anyone had same situation and got work permit at border, I will wait for your advice.
