Transcripts from JNTU for WES evaluation

Hi all,
For WES evaluation, i am going to send provisional, CMM and marks memo transcripts in a sealed envelop with university seal and sign across the back flap.

I found in WES website that the final degree certificate is optional. hence i decided not to send the document.

Can any one of you share your experience please?
