Kingston JA vac procedures

Has anyone applied for visitors visa thru the VAC in Kingston this month
 
Is it OK if their tracker states "no application returned", Is the approvals
decided in JA or goes to Ottawa, and finally how does one gets the decision
sine they are already in possession of the PP....Can the app. be checked on
with the embasst via email?

1. Processed in Kingston.
2. It's fine as the passport has not been returned by CIC.
3. They won't respond.

Thanks , I guess its the 31 days wait or more, so no one interview applicants? that
kind of impersonal & rude, but I guess if one wants to go uh....& spend all that money LOL
so I am now dissllutioned...oh well
