Hello, I will like to know how many times (total number) in a year that a permanent resident in Canada can send invitational letters to family and friends to visit in Canada?

Ok. Thanks Ski. But my worry is my friend is inviting a member of the family for christmas and will also be inviting me for christmas as well. Won't that cause immigration officers to decline one? Can she even do that at around the same period?

I think this may receive additional scrutiny, but I don't see why they would refuse if there's nothing suspicious.

Invitation letter is just a piece of evidence to interpret the intentions of the visitor, and the immigration officers mostly evaluate the visa applicant, not the person who invited them, when they make visa decisions.

So you will not be declined just because your friend invites other people at the same time as you. Isn't it normal to have friends and family visit someone for Christmas?
