Why 22? He has 1 year Master and 17 years of education. So, why not 25?

From CIC>
Obtained a master’s or Ph.D. and completed at least 17 years of full-time education or full-time equivalent studies
Applied on Jan 28, 2010.
File number received on March 23, 2010.
Sent documents to CHC-New Delhi on May 25, 2010.

Because 1 year was for a PG certificate, which drops his years to 16. Think of this way, if you failed Grade 12 3 times and then got a BA and Masters in the next 3 years, are the going to credit you with 18 years education or 15?

Sometimes this sort of confusion leads to over calculation of points. So make sure before applying.
