Forwarding PR Card Overseas?

I've applied to sponsor my wife and her daughter from China.  The typical timeline (Beijing) suggests they would get their visas in July or August 2010 (assuming we're successful). 

That would be convenient for the daughter since she will be on summer break from university.  But she'll have to return to China in September to complete the last year of her degree.

Since she may be back in China by the time her PR card arrives, is there any reason why we couldn't courier the card to her after it arrives at our Canadian address?  

Is there anything she has to do here to get it activated? 

And if we do courier it to her, I'm assuming she can use it to enter Canada when she finishes her schooling the following year, is that correct?

I am sure once the PR card get sent to yr Canada's address it can be sent by you to her in
 China... and she can use it to enter/travel as required.
 
I might be wrong on this but hang on and someone with expereince on this to help.

doesn't she have to land first in canada in person to get the PR card?

Yes, the daughter will land with her mother . . .  if they get visas by mid-August.  But the daughter will have to return to China by mid-September for the beginning of the school year. 

My concern is that if the visas are not issued before the beginning of August, the daughter may not be in Canada long enough for her PR card to arrive in the mail before she has to go back to school in China.  

But if the application proceeds at an average pace, she should be OK.  That would mean sponsorship approval by mid-March; Beijing approval of PR application by mid June (50%) or mid July (80%). 

We have our fingers crossed.  It would sure be great if it was done by mid-June!

She can leave without her PR card and you can send it to her
With that being said, if there is a problem (photos) - they (CIC) will send a letter instead asking for new photos and to come pick up the card in person.

Since she can't - she won't have a PR card and instead, she will need her COPR and to apply for a travel document - just make sure she has enough time left to meet her residency requirements

Edit to add - I meant to say - she will need her COPR & to apply for a travel document to return to Canada

You may want to read Settlement.org's article on this subject as it clarifies most of what you are asking.

"... If you hold a passport from a visitor visa exempt country (that is, you do not need a visitor visa to enter Canada), most transportation companies will allow you to travel with just this passport. However, you must present proof of Canadian Permanent Residence at the Canadian port of entry, when you are reviewed by a Canadian immigration official.

If you gave Citizenship and Immigration Canada (CIC) an address here in Canada, but you left before the card was mailed to you, you can ask your family or friends who live at that address to send you the PR Card. You can then re-enter Canada with your PR Card. However, if you do this, you are taking a risk. If your PR Card is lost in the mail or delayed for some reason, you might need to apply for a Travel Document.

If you are worried that you will not receive your PR Card in time or if you do not hold a passport from a visitor visa exempt country, you should apply for a Travel Document (Permanent Resident Abroad).....

If you have arrived and have not yet given CIC a mailing address, and you left Canada, you might need to apply for a Travel Document (Permanent Resident Abroad) before you re-enter Canada. This application is for permanent residents outside of Canada who need proof of their status so they can return to Canada. A Travel Document is a visa that allows you to seek re-admission to Canada as a permanent resident once. This application must be submitted to a Canadian visa office, embassy, high commission or consulate outside of Canada...."

Thanks for the replies.  

Hopefully, we got our application into the system early enough for both to be landed and in possession of PR cards by mid-September.  But if not, we'll courier the PR card to the daughter in China to reduce the risk of it getting lost in the mail.  She'll be back in Canada with plenty of time to meet her PR residency requirements before her PR card has be be renewed. Unlike many who get PR cards, her intention is to remain here permanently.
